Health information is sensitive information under the Privacy Act 1988, attracting the strictest handling requirements in the Australian Privacy Principles, and the cross-border disclosure rules in APP 8 are the sharp edge when a cloud AI service processes data offshore. Depending on your state and systems, the My Health Records Act 2012 and state instruments such as the Health Records and Information Privacy Act 2002 (NSW) and the Health Records Act 2001 (Vic) add further constraints. De-identifying records well enough to escape these regimes is harder than it sounds, and re-identification risk is real. Keeping the processing on-site avoids the analysis entirely.
